Disability Income Of North Carolina
Premiums for the Disability Income Plan of North Carolina are paid for by Appalachian State University. This plan offers short- term and long-term disability benefits:
Short -Term Disability Benefits
- Employees must have one year of contributing membership service in either TSERS or the ORP and satisfy a 60 day waiting period after becoming disabled.
- Benefits are payable for one year.
- The monthly benefit will equal 50% of gross salary plus 50% of any longevity pay, up to $3,000 per month.
Long-term Disability Benefits
- Benefits are payable after the conclusion of the short-term disability period.
- The employee must have five years of contributing membership service in either TSERS or the ORP.
- The monthly benefit will equal 65% of gross income and 65% of any longevity pay up to $3,900 per month.
- The benefits are payable until the employee becomes eligible for an unreduced retirement benefit. Unreduced benefits are payable at age 65 with five years of creditable service, age 60 with 25 or more years of creditable service, or 30 years of creditable service.
Short-term and long-term benefits are reduced if the employee receives Workers’ Compensation benefits.
Long-term benefits are reduced by any primary Social Security benefits the employee is receiving or after three years, would have been eligible to receive.

Liberty Mutual Disability
This plan offers supplemental insurance benefits in addition to any State disability benefits for which you may be eligible.
Eligibility
All permanent full-time or three-quarter time employees who are participating in the Teachers’ and State Employees’ Retirement System are eligible for Liberty Mutual as follows:
Employee with less than 5 years of TSERS membership service
- Employee satisfies a 90 day waiting period
- Employee receives 66 2/3% of gross salary if less than one year of TSERS membership service; 16 2/3% of gross salary for 1st year and 66 2/3% of gross salary for subsequent years.
Employee with 5 years or more of TSERS membership service
- 16 2/3% of gross salary for 1st year and 1 2/3% for subsequent years
Liberty disability benefits are offset with benefits received from the Disability Income Plan of North Carolina, Workers’ Compensation, Primary and Family social Security and TSERS retirement benefits.
Benefits received from Liberty Mutual are NOT taxable under Federal Income Tax Laws since the employee pays the premiums. Your monthly premium is based on your length of service in TSERS and your gross monthly salary. Premiums are payroll deducted.
Employees with less than 5 years of TSERS service:( .0038 multiplied by the monthly salary )
Employees with 5 or more years of TSERS service: ( .0014 multiplied by the monthly salary )

TIAA: Total Disability Benefits Plan
Eligibility
EPA employees participating in the Optional Retirement Plan of North Carolina are eligible for this disability plan.
Benefits
- Pays a monthly Income benefit of 66 2/3% of gross monthly salary up to $10,000 per month after a 90 day waiting period
- Pays a monthly benefit equal to employee and employer contributions into your ORP retirement plan.
Payments from the TIAA Disability Income are offset by benefits from Social Security, Workers’ Compensation, The Disability Income Plan of North Carolina, and disability income from employer sponsored plans other than an individual insurance policy. Premiums are paid by payroll deduction.
